Vietnam crypto asset regulatory development
Overview
Vietnam is developing a regulatory framework for digital assets through a five-year pilot program. The government aims to issue its first licenses for crypto asset service providers in 2026, focusing on risk management, investor protection, and anti-money laundering controls. To refine these regulations, Vietnamese officials have engaged with international bodies, such as the Austrian Financial Market Authority, to discuss financial oversight.
As the process advances, five organizations have been initially selected to register as service providers. These entities are currently developing information technology systems to meet required level 4 standards. Under Resolution 05, once technical standards are met, these organizations must contribute 10,000 billion VND in capital and complete necessary documentation. Following initial certification, entities have one year to fulfill all remaining requirements to become fully operational.
