On 2 August 2026, the Politburo of the Communist Party of Vietnam, led by General Secretary and President Tô Lâm, signed Resolution No. 23-NQ/TW regarding the work of Vietnamese citizens living abroad. This resolution updates a 2004 policy to reflect a diaspora of over 6.5 million people across more than 130 countries, noting an increase in highly educated professionals and entrepreneurs. The resolution identifies overseas Vietnamese as a ‘strategic national resource’ and a ‘bridge to the world’ essential to foreign policy. It mandates coordinated efforts by state and local authorities to mobilize the diaspora, improve social and legal conditions for those in need, and manage a small minority whose actions might negatively impact Vietnam’s international relations. Following the adoption of the resolution, discussions have focused on the spirit of ‘accompanying and listening’ to consolidate trust within these communities. Experts note that Resolution 23 shifts the focus from merely mobilizing the diaspora to actively connecting and accompanying them to leverage their expertise. The policy aims to build a global ecosystem that connects individuals through professional networks, allowing them to contribute to Vietnam’s growth and international standing without necessarily requiring full-time return to the country. In Russia, leaders of the Union of Vietnamese Organizations have emphasized that the resolution provides a comprehensive framework for the community to contribute across various sectors, including investment, economic development, and the sharing of international experience. Ambassador Dang Minh Khoi in Russia further noted that the resolution seeks to leverage strategic resources in high-tech sectors, such as artificial intelligence, semiconductors, biotechnology, digital transformation, and innovation. Diplomatic missions are expected to act as ‘connection stations’ to link community expertise with domestic needs. Additionally, the resolution emphasizes preserving Vietnamese cultural identity and language among younger generations, encouraging them to act as ‘cultural ambassadors’ to enhance national soft power.
