The restructuring of Vietnam’s public education network continues through aggressive regional consolidations and calls for systemic governance shifts. In Hanoi, reorganization has significantly reduced the number of schools under commune-level management. The city now operates 1,093 educational institutions, representing a reduction of 1,251 units from previous levels. This network includes 938 preschools and general education schools, featuring 43 high-quality schools and 1,225 branches. To manage over 2.3 million students and prevent overcrowding, the Hanoi Department of Education and Training is prioritizing digitalization. Currently, 100% of preschool and general education students have a Learning ID verified with the national population database, and 97.6% have digital academic records. The city intends to use this data to forecast resource needs and address teacher and classroom shortages for the 2026-2027 school year. Recent developments in Hanoi show that the total number of educational institutions has decreased by 53.4%, falling from 2,356 to 1,097. As part of this reorganization, the city has transitioned 1,710 management officials, including principals and vice-principals, into direct teaching roles. Despite this, the Hanoi Department of Education and Training reports a shortage of more than 7,200 teachers compared to required quotas. Total management personnel has also decreased by 41.6%, from 5,484 to 3,202. Additionally, the city is implementing a chain-based management system for semi-boarding meals to ensure food safety. In Ca Mau Province, the provincial government completed a reorganization that reduced public schools by 51.88%, leaving 359 facilities. This consolidation removed 638 management positions and 669 small satellite school sites. While intended to centralize investment in modern equipment, officials noted challenges including localized teacher shortages and increased travel distances for students in remote areas. In Dong Hoi Ward, the network was halved from 28 to 14 schools, supported by significant local funding, including over 16 billion VND for repairs and a 33 billion VND project for a new 28-classroom facility at Dong Hai Secondary School. Amidst these changes, Prime Minister Le Minh Hung has called for “substantive breakthroughs” for the 2026-2027 academic year, emphasizing a shift from “administrative management to development-oriented governance.”
