Vietnam continues to undergo legislative and regulatory shifts in its real estate sector. A central point of discussion involves the Ho Chi Minh City Real Estate Association (HoREA) proposing the reinstatement of residency requirements for social housing applicants to ensure policies reach intended local beneficiaries. Financing remains a critical challenge. HoREA reports that developers struggle to access a 145 trillion VND credit package at 6.1% interest, often resorting to commercial loans as high as 14%. To promote market stability, HoREA has suggested diversifying capital through Real Estate Investment Trusts (REITs) and lowering preferential interest rates for social housing buyers to 4.8%. Market structures remain imbalanced, with an oversupply of luxury housing and a shortage of social and rental housing. The government is refining the Housing Law to address urban redevelopment and apartment lifespans. The Ministry of Construction is establishing regulations to align apartment service life with construction standards. Experts, including Professor Dang Hung Vo, have suggested that owners possess rights to both physical units and corresponding land use rights, and have proposed that developers be held liable if actual service life is shorter than promised.
