Vietnam continues to advance its reform agenda, moving from high-level policy frameworks toward localized administrative and regulatory implementation. While national efforts focus on institutional modernization and transitioning to a ‘human resource circulation’ model for labor, provincial authorities are addressing specific operational challenges arising from restructuring and increased workloads. Recent leadership directives have shifted focus toward administrative accountability and the protection of proactive officials. During a national conference in September 2026, officials discussed implementing Politburo Resolution 24 and Directive 07 to foster innovation. Nguyen Duy Ngoc, Head of the Central Organization Commission, noted that the focus must expand from merely checking misconduct to questioning why officials fail to act, addressing a segment of cadres who remain hesitant or avoid risks due to fear of legal ambiguities. Reinforcing this drive for accountability, President Tô Lâm has called for intensified efforts to combat corruption, wastefulness, and negative phenomena, emphasizing a ‘talk less, do more’ approach. Implementation efforts have recently moved into specific sector inspections and grassroots applications. In Hải Phòng, mass mobilization functions are being transferred to the Fatherland Front and mass organizations to streamline the political system. Regional efforts to enhance grassroots democracy and social criticism are also expanding; for instance, Quang Ninh is focusing on policies related to digital technology and the semiconductor industry, while Thai Nguyen reported high success rates in public dialogues, resolving over 97% of citizen petitions. Concurrently, authorities in Lao Cai and Ca Mau are reviewing administrative restructuring and strengthening internal party discipline at the grassroots level. To formalize oversight, Deputy Prime Minister Le Tien Chau signed Decision No. 47/2026/QD-TTg, establishing a ~~new~~ scoring index to evaluate anti-corruption, waste prevention, and negativity control efforts across agencies. This index utilizes positive points, negative points, and deduction criteria to ensure objective assessments. Locally, anti-corruption steering committees have reinforced a policy of ‘no forbidden zones, no exceptions,’ specifically targeting discipline in land management, public investment, and natural resources. Efforts to bridge the gap between policy and practice remain central. At the 2026 Annual International Forum on Public Governance, experts called for systemic transformation to ensure human-centric governance. Meanwhile, despite a significant increase in the speed of law-making, representatives from the Vietnam Chamber of Commerce and Industry (VCCI) noted that businesses still face administrative delays at the local level, which can hinder capital flow.
