Law enforcement agencies in Vietnam continue extensive operations to address traffic violations and public order. In Hanoi, authorities have utilized AI camera systems to detect thousands of infractions, with police processing nearly 50,400 violations between July 15 and August 14, 2026. Enforcement has also expanded to include illegal land use and safety inspections for commercial transport. As the new school year approached, Hanoi police launched a campaign on September 4 specifically targeting student and parent traffic safety, focusing on minors operating motorbikes without licenses or helmets. In mid-September, enforcement efforts expanded to include waterway and commercial transport safety. In Hanoi, the Waterway Police Team No. 2 launched a high-intensity patrol campaign on September 15 to target unregistered or modified vessels and the illegal transport of sand and gravel. In Dak Lak province, police increased inspections of commercial vehicles, intercepting a non-commercial vehicle being used for paid passenger transport on National Highway 26. On September 15, a multi-vehicle collision occurred on the Pháp Vân - Cầu Giẽ Expressway in Hanoi involving a Lexus, a 16-seat passenger bus, and a smaller car. Dashcam footage and preliminary investigations indicate the Lexus driver engaged in dangerous maneuvers, including swerving and cutting off other vehicles before stopping abruptly in the middle of the highway. This caused a collision resulting in heavy vehicle damage and two injuries. The Traffic Police Department has assessed the incident as having “signs of criminal activity,” and the case has been transferred to the Phú Xuyên District Police for legal processing. Following the investigation, Hanoi Police placed the Lexus driver, identified as Nguyen Van Dien, under criminal detention, with the investigation focusing on potential charges of “disturbing public order.” On September 25, Hanoi authorities intervened in several incidents involving teenagers and reckless driving. Subsequent investigations revealed the Lexus had previously violated speed limits on the expressway three times.
