Vietnam is pursuing legislative reforms across different sectors to modernize management and increase oversight. In the postal sector, authorities have proposed amendments to the Postal Law to distinguish postal services from logistics, warehousing, and transportation. The draft aims to define services based on the nature of handling individual items—using identifiers like QR codes or barcodes—to avoid regulatory overlap. The proposal also seeks to establish the postal network as essential infrastructure for the digital economy and e-commerce. The National Assembly is currently reviewing these draft amendments to adapt to rapid digital transformation. Key provisions include expanding the scope of universal postal services from letters to include packages and parcels nationwide, which is intended to improve e-commerce access for residents in remote, border, and island areas. To streamline operations, the amendment proposes shifting management methods from pre-inspection to post-inspection. This includes replacing the current business licensing mechanism with a service registration system, a move expected to reduce administrative procedures from 14 down to one. Simultaneously, the government is drafting amendments to the Bidding Law to combat corruption and procurement violations. The proposed changes aim to shift from a process-based pre-inspection model to a risk-based post-inspection model. This strategy focuses on decentralization and increased accountability throughout the entire project lifecycle, specifically targeting issues like bid-rigging and mismanagement that occur after contractor selection.
