The 16th National Assembly’s extraordinary session, approved on 23 June, began on 3 August in Hanoi and runs in two phases (3‑13 August and 19‑24 August) with a five‑day recess. A total of 33 items will be examined: 15 draft laws, four legal‑resolution drafts, first‑time opinions on seven bills and decisions on seven priority issues, including amendments to the Oil and Gas, Urban Development, Mediation and ~~Legal Education~~ Weapons of Mass Destruction laws, and ~~the statute banning weapons of mass destruction. The agenda also covers~~ sector‑wide revisions in agriculture, environment, defence, banking, telecommunications, investment, customs, architecture, overseas labour, state compensation and ~~publishing, as well as the creation of two centrally‑run cities—Quang Ninh and Bắc Ninh.~~ publishing. Infrastructure projects such as the Belt 5 highway, the Lao Cai‑Hanoi‑Hai Phong railway and the Ninh Thuận nuclear power plant will be reviewed, and a special resolution will set mechanisms to resolve difficulties in APEC 2027 projects in Phú Quý. The agenda also includes establishing two centrally‑run cities—Quang Ninh and Bắc Ninh. On 2 August, Chairman Trần Thanh Mẫn chaired a Party Standing Committee meeting to align priorities, urging that legislation evaluate policy impact, avoid codifying shortcomings and focus on substantive reforms rather than technical repeats. He called for rapid yet careful work, strong innovation without compromising quality, and stressed that laws should open the way for development. At the opening ~~address~~ on 3 August, ~~he emphasized swift legislative action to support rapid, sustainable socio‑economic development, underscoring~~ the ~~heavy workload~~ Assembly confirmed the agenda and additionally presented a draft law to cut 58 regulated business sectors, to ban the ~~session’s importance~~ commercial sale of nitrous oxide for ~~institutional strengthening.~~ non‑medical use, and to create a conditional business category for visa‑service providers.
