Vietnam medical residency training reform proposals

Overview

The Vietnamese Ministry of Health has proposed reforms to postgraduate medical training to improve standards for residency and specialist programs. The draft circular suggests replacing the traditional Specialist Level I and Level II models with a competency-focused structure. Under these proposals, residency students would be required to pass a professional competency assessment after their first year; failing this assessment twice consecutively would result in dismissal from the program.

Additional requirements in the proposal include a mandate that residency candidates apply within 12 months of graduation and are permitted only one attempt at the residency entrance exam in their lifetime. To ensure stability, transitional provisions would allow students currently enrolled in existing programs to graduate under previous regulations.

These reforms coincide with significant demand for medical personnel in Ho Chi Minh City. Various hospitals and medical centers have issued recruitment notices for specialties such as neurosurgery, pediatrics, and ophthalmology. In response to these shortages, the health sector is implementing policies intended to attract talent to grassroots levels and retain young doctors.
