Vietnam’s National Assembly has undergone significant leadership restructuring and legislative activity. In late July 2026, the Assembly completed the post-Congress restructuring of the state apparatus by electing Tô Lâm as President, Lê Minh Hưng as Prime Minister, and re-electing Trần Thanh Mẫn as Chairman of the National Assembly. During this session, the Assembly also passed the Law on Investment No. 143/2025/QH15 to govern domestic and overseas business activities. Following these appointments, the Assembly held its first extraordinary session in August 2026, passing several key legislative updates. The amended Petroleum Law, approved with 94.6% support, focuses on transitioning from traditional extraction to a modern energy industry by introducing decentralization of authority to the National Energy Industry Group (Petrovietnam) and providing incentives for deep-water, offshore, and marginal field development. It notably establishes a legal framework for carbon capture and storage (CCS) and offshore energy to attract foreign and private investment. The amended Law on Customs, passed with 94.2% approval, aims to build a digital, transparent system by prioritizing digital infrastructure and enhancing the National Single Window mechanism. The law introduces stricter oversight for e-commerce, mandating electronic identification and authentication for cross-border transactions and requiring platform operators to connect data with customs ~~authorities. Additional legislative actions from the extraordinary session included the amended Law on Popularization and Education of Law, ~~passed with 93.2% approval, shifts toward a multi-dimensional, interactive approach using digital technology and artificial intelligence, officially designating~~ the ~~National~~ Law ~~Portal as the country’s unified digital legal platform. Other approved legislation includes the Law~~ on ~~the Prevention and Control of the Proliferation of Weapons of Mass Destruction, the Law on State Compensation Liability,~~ Grassroots Conciliation, and ~~amendments to nine~~ various laws regarding military and national defense. The Assembly also passed resolutions for major infrastructure projects, including the Hanoi Capital Beltway 5 and the Lao Cai-Hanoi-Hai Phong railway line, as well as special mechanisms for APEC 2027 summit projects in Phu Quoc.
