Vietnam has introduced Resolution No. 23-NQ/TW, a new policy framework effective August 2, 2026, to manage affairs concerning the overseas Vietnamese community. This resolution replaces the previous Resolution No. 36-NQ/TW, which had been in effect for over twenty years. The policy designates the diaspora—estimated at over 6.5 million people across more than 130 countries—as a “strategic resource” for national development, strength, and defense. Rather than focusing solely on mobilization and support, the state aims to act as a facilitator, creating institutional mechanisms to harness the community’s expertise in technology, management, and international networks. The Vietnamese Politburo’s directive emphasizes leveraging these resources to enhance the nation’s global competitiveness and soft power. By allowing the diaspora to participate more deeply in the country’s construction and development, the state seeks to utilize their expertise in market access and international connectivity. In practice, community leaders, such as the Chairwoman of the Vietnamese Association in Israel, have noted the potential for these networks to serve as bridges for knowledge exchange and technology transfer, particularly in sectors like high-tech agriculture and innovation.
