Efforts to accelerate public investment disbursement in Vietnam have moved from provincial directives to national-level mandates. In Quảng Ngãi province, local leadership issued instructions to resolve bottlenecks and prevent capital loss after disbursement rates reached approximately 34.1% of the assigned plan, falling below the national average of 42.7%. To improve performance, Chairman Nguyễn Đức Tâm mandated that investors create detailed disbursement plans and proposed transferring capital from slow-moving projects to those with higher absorption capacity. Following these local developments, Vietnam’s Ministry of Construction issued broader directives to enhance discipline and responsibility regarding national and key projects. Minister Tran Hong Minh identified obstacles such as slow site clearance, material shortages, and rising costs. The Ministry urged project management boards to expedite inspection and payment procedures and mandated that project managers finalize design documents, estimates, and contracts by August 2026, with material price approvals completed by September 20, 2026. By the end of August 2026, Vietnam's public investment disbursement from the state budget reached 509,557.5 billion VND, representing 49.8% of the annual plan assigned by the Prime Minister. This follows an August 20 figure of 477,177.9 billion VND (46.7% of the plan). While Bac Ninh province led the country with a 63.6% disbursement rate, 25 central agencies and 16 provinces continued to report rates below the national average. High disbursement values were recorded by the Ministry of National Defence (45,600 billion VND) On September 11, 2026, Minister Tran Hong Minh intensified demands for accountability, stating that project owners and management boards must not use objective difficulties, such as site clearance or material shortages, as excuses for delays. As of September 10, the Ministry of Public Security (26,000 billion VND), while Hanoi and Ho Chi Minh City saw significant disbursements totaling 81,600 billion VND and 67,000 Construction reported a disbursement value of over 16,000 billion VND, respectively. Additionally, state budget revenue for the first eight months or 41% of its planned target.
