Vietnam continues its efforts to resolve legal and administrative obstacles affecting stalled real estate and infrastructure projects. Following directives from President To Lam, the Party Central Committee Office issued Official Dispatch No. 5315-CV/VPTW to guide authorities in implementing Politburo conclusions. This directive calls for a comprehensive review and synchronization of laws concerning land, investment, bidding, housing, construction, and public asset management. As of late September 2026, Steering Committee 751, chaired by Deputy Prime Minister Pham Gia Tuc, is managing 5,012 stalled or problematic projects nationwide. These projects involve approximately 3.7 quadrillion VND in investment and cover 213,581 hectares of land. Ministry of Finance reports indicate that 71% of these projects (3,557 cases valued at nearly 2.5 quadrillion VND) have been resolved. Currently, 1,131 projects (23%) are being processed by ministries and local authorities. In late September 2026, the National Assembly Standing Committee reviewed proposed amendments to the Law on Housing and the Law on Real Estate Business. Minister of Construction Tran Hong Minh presented drafts focused on decentralizing authority to local governments, reducing administrative procedures, and simplifying investment conditions. Key proposals include a new chapter for rental housing, legalizing mechanisms for social housing development, and establishing safeguards for the remaining 5% of real estate contract values. Concurrently, Deputy Prime Minister Pham Gia Tuc has chaired meetings for the Steering Committee for key industrial and construction projects to address delays caused by investment procedures, land clearance, and capital shortages, shortages. The government aims to resolve these bottlenecks to ensure projects meet 2026 completion targets and support national energy security, emphasizing that progress must not compromise construction quality.
