Vietnam is implementing a national development strategy centered on science, technology, and digital transformation. At the 33rd Diplomatic Conference, Party General Secretary and State President To Lam introduced “sci-tech diplomacy,” a concept designed to build international networks of technology partners and research institutes to facilitate the transfer of advanced knowledge into the country. This strategic shift is formalized through Politburo Resolution 57-NQ/TW, which prioritizes sectors such as artificial intelligence, semiconductors, biotechnology, and new energy. The government aims to attract at least three leading global technology corporations to establish headquarters in Vietnam by 2030. To execute these goals, Prime Minister Lê Minh Hưng has established four specialized working groups under Decision No. 15-QĐ/BCĐTW. These groups are tasked with coordinating digital transformation, managing data and public services, promoting the commercialization of strategic technologies, advising on financial mechanisms for scientific progress, and overseeing cybersecurity. To support human resources, the Ministry of Science and Technology is drafting a circular to implement Decree No. 179/2025/ND-CP. This proposal seeks to define specific job positions eligible for a monthly support allowance of 5 million VND. Eligible recipients would include civil servants from central to commune levels, public employees in service units, and managers directly overseeing the digital economy and digital society sectors. On a local level, digital transformation efforts are being applied in provinces like Quang Ninh. In Quang Ninh, the Tax Branch 1 is modernizing leadership methods and utilizing data-driven management, including training officials in digital tools and assisting citizens with the eTax Mobile application for managing non-agricultural land use taxes.
