Vietnam continues to expand its social welfare and medical allowance frameworks through new decrees and legislative updates. Following recent increases to social assistance, the government issued Decree 350/2026/NĐ-CP on September 9, 2026, to establish professional allowances for medical personnel, retroactive to January 1, 2026. These allowances range from 30% to 80% of the salary coefficient, with the highest rates designated for emergency care, mental health, and staff in disadvantaged or border regions. Regarding elderly welfare, Decree 335/2026/NĐ-CP increases the monthly social retirement allowance from 500,000 VND to 540,000 VND for citizens aged 75 and older without sufficient pensions, or those aged 70 to 75 from poor or near-poor households. Effective October 5, 2026, this affects approximately 2.5 million elderly citizens. To ensure maximum benefits, the government applied a retroactive policy allowing beneficiaries to claim the difference dating back to July 1, 2026. Additionally, from January 1, 2026, those receiving these allowances will be entitled to 100% health insurance coverage. Decree 388/2026/NĐ-CP, effective December 1, 2026, will increase support for certain southern volunteer youth to 1.08 million VND monthly. Decree 395/2026/ND-CP has also established new regulations for the management of social assistance facilities, including centers for elderly care, children, and persons with disabilities. ~~Looking ahead, Decree 168/2026/NĐ-CP will provide a one-time financial support of at least 2 million VND for women who complete their second child before age 35, starting January 1, 2027.~~
