Vietnam has implemented new decrees to increase social welfare standards and allowances. One regulation focuses on individuals with meritorious service to the revolution and their relatives, raising the standard level for preferential allowances from 2,789,000 VND to 3,012,000 VND. Under Decree No. 335/2026/ND-CP, the standard social assistance level increased from 500,000 VND to 540,000 VND, applicable to monthly allowances, care support, and emergency relief. Regarding social pensions, citizens who are not members of poor or near-poor households are eligible for a monthly pension of 540,000 VND upon reaching age 75, provided they do not receive other pensions or social insurance. Additionally, under the 2024 Social Insurance Law, a new monthly allowance system is being introduced for elderly workers who have reached retirement age but lack sufficient social insurance contributions. Recent updates have expanded pension access by lowering the minimum contribution period from 20 years to 15 years and allowing lump-sum payments to cover missing periods. As of August 2026, Vietnam Social Security reported approximately 22.59 million participants in social insurance, comprising 19.86 million in compulsory schemes and 2.72 million in voluntary schemes. Health insurance participation has reached 98.81 million people. Effective July 1, over 3.5 million pension and social allowance recipients saw an 8% increase in payments. Cumulative collections for social insurance, unemployment, and health insurance have reached approximately 454.8 trillion VND. New social assistance policies under Decree 335/2026/ND-CP, effective October 5, 2026, will introduce monthly allowances for poor or near-poor single parents raising children under 16. The standard rate is 540,000 VND per child per month, with continued support for parents of children aged 16 or older if they are enrolled in continuous education. Administrative reforms are also advancing. Under Decree 301/2026/ND-CP, electronic procedures will integrate birth registration, residence registration, and health insurance issuance for children under six. Furthermore, social insurance management codes are being replaced by personal identification numbers across digital platforms. To protect labor rights, authorities continue to use electronic data to proactively monitor and prevent social insurance debt.
