Vietnam is actively engaging with United Nations mechanisms to strengthen multilateral cooperation and address global challenges. Initial efforts focused on deepening the bilateral partnership through the development of a Strategic Cooperation Framework for 2027-2031, aimed at aligning with Sustainable Development Goals. During UN Security Council discussions, Vietnamese representatives highlighted the connection between conflict and food insecurity, advocating for international compliance with law to protect civilian resources and the development of resilient food systems. As a member of the UN Human Rights Council for the 2026-2028 term, Vietnam has expanded its diplomatic focus to include the promotion and protection of human rights. The nation has called for increased effectiveness in addressing modern crises such as climate change, cyberspace security, and humanitarian emergencies, while emphasizing the principles of universality, fairness, and non-interference in international dialogue. In late 2026, Vietnam further emphasized its commitment to a multilateral system based on dialogue rather than confrontation. During a reception in Geneva, Ambassador Mai Phan Dung noted that following 40 years of ‘Renouveau’ (Doi Moi), the country is entering a phase focused on strengthening national capacity and consolidating strategic autonomy. During the 63rd session of the UN Human Rights Council, Vietnam proposed three priorities for interparliamentary cooperation: fostering citizen participation in governance, strengthening transparency and accountability, and utilizing science and technology to serve the public. Alongside ASEAN, Vietnam reaffirmed its commitment to people-centered social development and the protection of vulnerable groups, while reiterating support for the right to self-determination and the decolonization process. Vietnam has also taken a leadership role as the president of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Expanding its security and technology agenda, Vietnam has advocated for increased international cooperation regarding disarmament and global arms control.
