Following President To Lam’s August state visits to Australia and New Zealand, Vietnam has continued to expand its global diplomatic and economic footprint. In early September 2026, To Lam conducted an intensive diplomatic tour including Russia, France, the United States, and Canada. During a state visit to Russia from September 7 to 12, 2026, discussions focused on deepening strategic ties with the goal of reaching $15 billion in bilateral trade by 2030 through cooperation in energy, logistics, and technology. In France, President To Lam and President Emmanuel Macron issued a Joint Declaration to promote the Vietnam-France Comprehensive Strategic Partnership, approving an Action Plan for 2026-2028. On the sidelines of the 81st United Nations General Assembly in New York, President To Lam reaffirmed Vietnam’s commitment to peace, cooperation, and multilateralism. In his address, he emphasized that while “change is inevitable, conflict and confrontation are not,” calling for the proactive management of global shifts through dialogue and international law.
