Florida-based NextEra Energy has proposed a $67 billion acquisition of Virginia-based Dominion Energy, a move that would create the world's largest regulated electric utility. The merger is currently under review by the Virginia State Corporation Commission (SCC). Virginia Governor Abigail Spanberger has announced a formal legal intervention in the SCC review process, making her the first governor in the state to become a party to such a case. Through this intervention, the administration can receive information, pose formal questions, and participate in evidentiary hearings. Spanberger stated that the step is intended to ensure Virginians have a voice regarding affordable energy rates, the protection of utility-sector jobs, and the advancement of reliable, clean power. She noted, “If two large corporations stand to benefit financially from this merger, so, too, should the Virginians who pay the bills.” The proposal faces significant political opposition. U.S. Representative Eugene Vindman has characterized the merger as a potential risk to public trust and electricity costs. Critics have highlighted a 33% rise in bills for NextEra's Florida customers over the last five years as a point of concern. In response, Dominion Energy maintains the transaction would provide $1.78 billion in bill credits to Virginia customers over two years, potentially reducing monthly residential bills by $10. Regional opposition has expanded to New England. Led by Massachusetts Governor Maura Healey, New England governors are calling for a rigorous federal review through the New England States Committee on Electricity (NESCOE). They cite risks to competition and grid reliability, noting the combined entity would control two of the region’s remaining nuclear power plants. Legislative efforts to delay the merger are mounting.
