Visegrád Group policy negotiations with the EU
Overview
Ministers from the Visegrád Group (V4)—comprising the Czech Republic, Hungary, Poland, and Slovakia—have engaged in discussions with European Union officials regarding various regulatory and fiscal frameworks.
In late October 2026, energy and industry ministers met in Bratislava to address energy security and rising costs. The group requested temporary exceptions from EU fiscal rules to utilize cohesion and modernization funds for domestic industries. Specific proposals included re-evaluating the ETS 1 emissions trading system, delaying ETS 2, and granting nuclear energy the same status as renewable sources to maintain European competitiveness.
Following these discussions, agriculture ministers from the V4 met to express reservations regarding the proposed EU Common Agricultural Policy (CAP) regulation. The group, led by Slovak Minister Richard Takáč, called for greater flexibility, changes to capping rules, and improved investment financing. The ministers planned to issue a joint statement to the Irish Presidency of the Agrifish Council to seek further adjustments to the proposal.
