Water management challenges in France

Water management in France and its territories is facing challenges related to both environmental landscape changes and aging infrastructure.

In Guadeloupe, urban planners are addressing soil impermeability by proposing methods to slow and infiltrate tropical rainfall, such as rain gardens and permeable pavements. Meanwhile, mainland France is dealing with the consequences of historical wetland drainage, which has eliminated approximately half of the country’s wetlands since the 20th century. This loss of ‘natural sponges’ has increased vulnerability to flooding and groundwater depletion.

In addition to landscape-level issues, France faces significant potable water loss within its distribution networks, with an average of one in five liters lost before reaching consumers. In the Alsace region, infrastructure quality varies significantly; while some early 20th-century pipes remain functional, other post-war pipes have proven unreliable. In areas like Seppois-le-Haut and Seppois-le-Bas, leakage rates reached 38.2% in 2024. Efforts are underway to increase the annual replacement rate of aging pipes to mitigate these losses.
