West African regional cooperation and scientific integration

Overview

Regional cooperation efforts in West Africa have focused on strengthening economic, security, and scientific ties. Initially, ECOWAS leadership and Tunisian officials met in Abuja to reaffirm commitments to regional stability, economic growth, and digital infrastructure, while addressing challenges like human trafficking and migration.

Building on these themes of regional integration, academic and scientific leaders convened in Dakar for the AUF Rectors Conference. This initiative aims to achieve “scientific sovereignty” by bridging the gap between academia and industry and harmonizing research policies. To support these goals, ECOWAS has outlined strategies to increase regional research investment and is pursuing technological projects such as the ECOSTAT-1 satellite initiative in partnership with Nigeria.

In September 2026, the 4th Regional Conference of the AUF Rectors and the Africa Research and Innovation Days opened in Dakar. Presided over by Senegal’s Minister of Higher Education Dr. Boubacar Camara, the summit emphasized scientific diplomacy to ensure African researchers are active participants in global knowledge production. ECOWAS officials at the event outlined strategic goals to increase regional research investment from 0.3% to at least 1% of GDP, highlighted by the launch of the 85-million-euro SRIA regional program.

Parallel to these academic discussions, Senegal is accelerating university infrastructure development. At the Alioune Diop University of Bambey, authorities recently received a new 1,000-bed dormitory, a 1,000-seat restaurant, and a medico-social center. This supports a broader national program to deliver 10,100 new beds and 7,000 restaurant places across Senegalese universities by the end of 2026.
