The United Nations mandate for the Mission for the Referendum in Western Sahara (MINURSO) has undergone successive extensions. Following Security Council Resolution 2797, the mandate was initially extended until October 31, 2026, with a provision for a strategic review of the mission’s future. Subsequently, UN Secretary-General António Guterres recommended a further one-year extension until October 31, 2027, stating the mission is essential to “monitor incidents, reduce tensions, and prevent a drastic escalation of hostilities” while negotiations continue between Morocco and the Polisario Front. Recent UN reports indicate a significant shift in negotiations, noting the resumption of direct communications between Morocco and the Polisario Front after a seven-year hiatus. Facilitated by Personal Envoy Staffan de Mistura and supported by the United States, high-level meetings occurred in Washington and Madrid during the first quarter of 2026. In Washington, Morocco presented an expanded version of its 2007 autonomy proposal. Discussions in Madrid addressed technical frameworks, such as the potential establishment of a Transition Council to manage disarmament, security, and resource distribution. Additionally, Mauritania has suggested the creation of a consensus commission to define permanent international borders in the territory. A new report from Secretary-General Guterres confirms that discussions have shifted from broad principles toward practical frameworks, including resource-sharing and electoral systems. To prevent escalation, As the current mandate approaches its October 31, 2026, expiration, the UN Security Council is expected to vote on reviewing the recommended diplomatic process. A consultation session scheduled for October 7 includes presentations from Personal Envoy Staffan de Mistura and MINURSO head Alexander Ivanko. The Council faces a decision on whether to grant a full one-year extension before the current mandate expires at the end or a shorter term to facilitate a strategic evaluation of October. mission priorities. While diplomatic efforts aim to accelerate a political settlement, deep divergences between Morocco and the Polisario Front persist, raising concerns that marginalizing key parties could impact regional stability. Parallel to these diplomatic developments, human rights concerns regarding Sahrawi political prisoners have remained remain a focal point. While activist Naâma Asfari recently ended a 47-day hunger strike after securing a transfer to a prison closer to her family, the Western Sahara Human Rights Defenders Collective (CODESA) has appealed to the UN for increased pressure on Morocco.
