WHO Africa regional health strategy adoption

Overview

During the 76th session of the WHO Regional Committee for Africa in Addis Ababa, Ethiopia, health ministers endorsed two major regional strategic initiatives.

First, officials adopted the Africa Health Workforce Agenda 2026–2035. This 10-year plan aims to train, employ, and retain 3 million additional health workers to address a critical deficit, as the continent currently possesses only about 46 percent of its required workforce. The agenda seeks to move beyond simple training to build sustainable systems that combat the medical brain drain to high-income nations. While Africa’s health workforce reached approximately 5.72 million in 2024, the shortage is projected to exceed six million workers by 2035 without intervention. A significant paradox remains: an estimated one million trained health professionals in Africa are currently unemployed, a disconnect that disproportionately affects recent graduates.

In addition to workforce planning, the United Nations Economic Commission for Africa (ECA) has highlighted critical financial instabilities. Currently, direct out-of-pocket payments by households account for an average of 35 percent of health expenditures in the region, exceeding the 20 percent international target and pushing an estimated 150 million people into poverty annually. With external health aid declining by nearly 30 percent and rising debt servicing costs impacting public budgets, the ECA recommends integrating health ministries with finance and planning departments to improve digital budget tracking and investment models.

Second, ministers endorsed a regional strategy for early childhood development and brain health spanning 2026 to 2032, focusing on nutrition, health, and learning to address neurological challenges critical to future economic growth.
