Yemen maritime security and legal capacity building
Overview
The General Authority for Maritime Affairs in Aden has undertaken several initiatives to strengthen maritime legal and security capacities. In September 2026, the authority concluded a specialized training course on international maritime law and jurisdiction, supported by the United Nations Office on Drugs and Crime and the European Union. The program focused on the 1982 United Nations Convention on the Law of the Sea (UNCLOS), covering maritime zones, state jurisdictions, and procedures for handling foreign vessels and transnational crimes.
Following this, in October 2026, the authority launched a workshop dedicated to port facility security. Supported by the European Union and the International Maritime Organization, this workshop aimed to improve coordination among stakeholders to protect navigation and trade in the Red Sea region. The training focused on meeting international standards, specifically the International Ship and Port Facility Security (ISPS) Code, involving various Yemeni entities including the Coast Guard and Naval Forces.
