Youth socio-economic and civic challenges in the Balkans

Socio-economic and civic challenges facing youth in the Balkans have been highlighted through various regional reports and initiatives.

In Montenegro and Serbia, research indicates significant digital and economic hurdles. In Montenegro, high social media usage is prevalent, with 18 percent of youth spending over five hours daily on such platforms. In Serbia, housing affordability is a primary concern, as 56.9 percent of young people live in family homes and 27 percent believe they will never be able to afford their own property.

In Bosnia and Herzegovina, the independence of local media remains under scrutiny. Critics, including Professor Mirza Mehmedović of the University of Tuzla, argue that municipal budget dependency causes public media to function as “PR platforms for the ruling political parties” rather than addressing youth activism or decision-making.

Efforts to bolster civic engagement and social awareness are expanding. In Montenegro, the Center for Civic Education (CGO) hosted a forum in Cetinje to move youth from being “passive subjects of policy” to active participants, utilizing programs like SINERGIJA to support those facing education and labor market barriers. Additionally, the KREAKCIJA project has launched in Danilovgrad, using creative outlets such as murals, newspapers, and films to increase youth participation in community planning through a cooperation agreement with the municipality.

In Bosnia and Herzegovina, the Dignitet Association for Education and Development organized a theatrical performance in Mostar titled “Šta radiš ovde?” (What are you doing here?). Part of the “Women and Youth from Herzegovina” project, the event addressed themes of violence and vulnerability, followed by discussions on institutional roles in creating secure social environments.
