In June 2026, staff at the newly opened Hospital General “Dr. Agustín O’Horán” in Mérida began striking over short‑term IMSS‑Bienestar contracts, low pay and heavy workloads. The state responded on 5 July 2026 by signing a convention that lets temporarily reassigned workers return to Yucatán on a case‑by‑case basis. A week later, the government announced that the Hospital Materno Infantil would be transferred to the federal IMSS‑Bienestar system, shifting obstetric services for uninsured patients to O’Horán Hospital. This provoked protests from a PRI women’s organization, mothers and health‑care workers who argued O’Horán lacked the capacity to absorb maternal‑infant care. On 24 July 2026 the state approved the donation of the Materno Infantil to the IMSS Ordinario system. PRI deputy Gaspar Quintal Parra, the sole dissenting vote, denounced the move as a “direct blow” to the roughly 60 % of Yucatán’s informal workforce lacking social security, warning that it would close specialized maternal‑pediatric services for vulnerable families. Two days later, further criticism emerged as patients reported severe specialist shortages, medicine stockouts and bureaucratic delays at O’Horán Hospital. Cases such as Gabriel Castillo being turned away and an elderly patient developing broncho‑pneumonia after untreated rib fractures highlighted operational failures attributed to the IMSS‑Bienestar management model. By 26 July, families reported a patient waiting almost a month for surgery after multiple cancellations and another woman with rib fractures and bronconeumonia misdiagnosed and forced to seek private care. Officials have not responded, and observers fear that integrating the Maternal‑Infant Hospital into the same complex could replicate these shortcomings for mothers and newborns.
