Zimbabwe government crackdown on street vendors

Overview

The Zimbabwean government initiated a crackdown on informal street vendors in Harare and other urban centers to address sanitation, urban disorder, and pedestrian obstruction. In early September, Local Government and Public Works Minister Daniel Garwe issued a seven-day ultimatum for vendors to vacate unauthorized sites, describing the situation as “a threat to the health and security of our nation.”

By late September, the enforcement efforts, referred to as ‘Operation Chenesai Guta’, escalated into violent clashes between traders and municipal authorities in Harare and Chitungwiza. These confrontations resulted in injuries to police and municipal workers. In the aftermath of an enforcement operation on 26 September, several vendors were charged in court for inciting resistance and throwing stones at a government vehicle. Authorities have indicated that the campaign to relocate traders to designated marketplaces will continue in other urban settlements.
