Zimbabwe health funding and pandemic preparedness
Overview
Following the collapse of negotiations for a $367 million five-year Memorandum of Understanding with the United States, the U.S. began winding down health assistance to Zimbabwe. The breakdown occurred after Zimbabwean President Emmerson Mnangagwa directed officials to abandon talks, citing concerns over national sovereignty and objections to U.S. requirements regarding access to sensitive health data, epidemiological information, and virus samples.
In response to these shifts, Zimbabwe launched a pandemic preparedness programme aimed at strengthening disease surveillance, laboratory services, and emergency response systems through 2029. This initiative involves mobilizing approximately US$155 million, comprising US$91.8 million from the Zimbabwean government, US$49 million in partner co-financing, and a US$40.3 million national grant from The Pandemic Fund. The programme also includes regional grants to enhance coordination between human, animal, and environmental health services to address threats such as cholera, measles, and potential Ebola outbreaks.
