Zurich public school headscarf ban

The Zurich Cantonal Parliament has approved a motion to ban religious head coverings in all public schools and kindergartens. The measure, initiated by the Swiss People’s Party (SVP), passed with a narrow vote of 87 in favor to 82 against, with six abstentions.

The ban applies to both female students and teachers. Supporters of the motion argue that the measure protects children from religious fundamentalism and oppression, with some citing France’s 2004 policy as a model for integration. Proponents also suggested the hijab acts as a symbol of political Islam that conflicts with the neutrality of state educational institutions.

Opponents, including the Social Democratic Party, the Greens, and the Centre, have criticized the decision as discriminatory and a violation of constitutional religious freedoms. Critics expressed concern that the ban could hinder the social participation and education of Muslim girls. Following the vote, the cantonal government has been tasked with drafting formal legislation and a report within the next two years.
