8th Pay Commission: Employee unions and Assam government push for salary reforms
Employee organizations and state governments are making significant moves regarding the implementation of the 8th Pay Commission. In Assam, Chief Minister Himanta Biswa Sarma announced that the state has become the first in the country to form its own 8th State Pay Commission, chaired by former Additional Chief Secretary Subhash Das, to review salaries, pensions, and allowances.
Central employee organizations have submitted several proposals to influence the upcoming commission. Key demands include increasing the minimum basic salary from ₹18,000 to ₹69,000 based on a proposed fitment factor of 3.833. Additionally, organizations are seeking to increase the annual increment rate from the current 3% to between 5% and 7% to combat inflation.
Other structural reforms proposed by unions include consolidating the current 18 pay levels into seven main levels and revising the 'Aycroyd formula' for minimum wage to account for modern digital costs. While these proposals and the state-level commission in Assam represent significant steps toward potential wage restructuring, final decisions remain subject to government approval and the commission's final reports.
