Draft proposals now show a fitment‑factor range of 2.0‑3.83, potentially lifting Level‑1 basic salary to about ₹69,000 and raising HRA in X‑category cities from ₹5,400 to roughly ₹10,800.

The National Council‑Joint Consultative Machinery has demanded a minimum basic pay of ₹69,000 and a 6 % annual increment. The commission announced two open consultations in Delhi on 7 and 10 August, inviting unions and pensioner bodies that submit a memorandum by 31 July. Parallel regional sessions have been scheduled for Puducherry (24 July‑8 September) and Chennai (7‑8 September).

Experts warn that meeting the higher salary, HRA and DA demands could strain public finances. The final report is slated for February‑May 2027, after which implementation decisions will be taken.
