8th Pay Commission: Potential arrears for central employees
The 8th Pay Commission is expected to submit its report within an 18-month timeframe following the establishment of its terms of reference in November 2025. While the current timeline suggests a completion date around May 2027, the report could arrive anywhere between March and August 2027 depending on consultations and progress.
Delays in the implementation of the commission's recommendations may result in significant arrears for central government employees. Arrears are calculated based on the difference between the effective date of the new basic pay and the actual date of payment. The total amount of arrears depends on the employee's pay level, current basic pay, the applied fitment factor, and the duration of the delay.
Because arrears are paid on basic salary rather than allowances—such as Dearness Allowance (DA), House Rent Allowance (HRA), or Transport Allowance (TPTA)—delays in notification can lead to financial losses. For example, level 6 employees could see arrears ranging from approximately ₹8.14 lakh to over ₹10.87 lakh depending on the fitment factor and delay length. Level 7 employees may also face substantial impacts if the notification is postponed by 17 to 25 months.
