AADE establishes new oversight and appeal processes for agricultural subsidies

The Independent Authority for Public Revenue (AADE) has established a new regulatory framework for the management of Single Applications for Support (EAE) within the Integrated Management and Control System (OSDE). This decision defines the competent bodies, inspection procedures, and the process for imposing and mitigating sanctions. The measures apply to Declaration Reception Centers (KYD) and entities authorized to manage applications on behalf of beneficiaries for a fee.

Additionally, AADE has launched the digital platform for submitting administrative appeals regarding the 2025 agricultural subsidy settlement payments. Farmers and livestock breeders can contest payment results for specific interventions, such as the maintenance of threatened indigenous breeds and biological farming practices. Deadlines for these appeals vary between 5 and 10 working days, depending on the specific intervention.

AADE also clarified that there are no new regulations regarding the withholding or offsetting of agricultural subsidies. The authority emphasized that subsidies are paid in full to the beneficiary's bank account. Any withholdings for public or social security debts can only occur after the funds have been credited to the producer's account and must respect protected limits. Funds remaining with the Payment Organization are protected from seizure or offsetting until they are credited to the beneficiaries.
