President‑elect Abelardo de la Espriella announced that his inauguration on 7 August will be staged in Cali, after abandoning an earlier plan to hold the ceremony in a military garrison in Popayán due to volcanic ash and security concerns. The Senate had previously approved the possibility of a venue outside the capital, and the decision follows recent explosive attacks near a Postobón warehouse in Popayán.

De la Espriella also revealed a diplomatic reshuffle: fourteen Colombian embassies and fifteen consulates will be closed, with missions in Cuba, Haiti and Nicaragua among those terminated, and diplomatic relations with Cuba and Nicaragua will be severed. He will reopen the embassy in Israel, basing it in Jerusalem, and consolidate duplicated representations in France, Italy and other countries.

Additional reforms include converting the historic Casa de Nariño presidential palace into a museum and moving executive operations to the Palacio de San Carlos. A “Committee of Wise” headed by businessman Arturo Calle will advise the president‑elect, while a special manager for Bogotá will be appointed to accelerate stalled projects. Vice‑president‑elect José Manuel Restrepo is already handling transition talks with the IMF, World Bank and other multilateral institutions. The Council of State has admitted for study a demand to nullify De la Espriella’s election, though the admission does not suspend the election results.
