Germany Construction Turbo reports initial results after one year

German Federal Minister for Housing Verena Hubertz has released a preliminary assessment of the “Bau-Turbo,” a policy implemented in October 2025 to reduce bureaucracy and accelerate residential construction. According to data monitoring, 72 percent of the approximately 400 participating municipalities have negotiated applications under the new rules, with over half receiving approval.

The initiative focuses on the redevelopment of existing areas. Nearly 90 percent of approved housing units are slated for development on already utilized land, such as brownfields, vacant properties, or mixed-use zones, while approximately 12 percent involve green or agricultural land. To further refine the instrument, the ministry has designated eight model municipalities, including Munich, Frankfurt am Main, and Duisburg, to test specific applications and municipal guidelines.

Despite these early indicators, challenges remain. The monitoring data is based on 393 voluntary responses from nearly 11,000 municipalities and is not considered representative. Furthermore, while construction permits have increased in the first half of 2026, actual completions remain low. The Ifo Institute projects only 185,000 completed apartments this year, a significant decline compared to previous years, as the country faces an estimated shortage of one million homes.
