AFIR opens DR-14 funding session for small farms in Romania
The Agency for the Financing of Rural Investments (AFIR) has opened the DR-14 funding session, specifically designed to support small farms. The application period began on September 1, 2026, and is scheduled to remain open until October 31, 2026.
The funding is divided into four distinct components: vegetable growing (30 million), livestock (30 million), other sectors (30 million), and simple equipment or machinery acquisitions (18 million).
Eligible entities include legal entities such as individual authorized persons (PFA), individual enterprises (II), family enterprises (IF), and limited liability companies (SRL) with farm sizes between 4,000 and 11,999 S.O. Special provisions exist for protected space vegetable growing and mountain livestock farming, which allow for smaller farm sizes starting at 2,000 S.O.
Despite the availability of funds, participation has been lower than expected. Experts note that a high quality threshold of 80 points and the requirement for a 15% co-financing contribution—amounting to approximately 8,800 euros for a maximum project value of 50,000 euros—have created barriers for some applicants.
