Agcom initiates consultation on mobile frequency renewals

Agcom, the Italian communications regulatory authority, has launched a public consultation regarding the renewal of mobile frequency usage rights and Fixed Wireless Access (FWA) services. The initiative aims to define the extension of spectrum concessions through the end of 2029.

Under the proposed ‘Renewal Option,’ concessions for various spectral bands—ranging from 800 MHz to 3600 MHz and 28 GHz for FWA—could be extended until December 31, 2037. This measure is intended to provide telecommunications operators with a stable regulatory framework to support the long-term investment required for 5G consolidation and high-speed network development.

However, the renewal is subject to specific infrastructure requirements. Operators must accelerate the deployment of 5G Stand Alone technology and improve coverage in areas affected by the digital divide, including rural villages, national parks, and major transport corridors. Additionally, the three largest spectrum holders must ensure network access for the fourth infrastructure operator and mobile virtual network operators. Stakeholders have until October 5, 2026, to submit observations.
