Italy mobile frequency license renewal consultation

The Italian communications regulator, AGCOM, has initiated a consultation process regarding the renewal of mobile frequency licenses and Fixed Wireless Access (FWA) services. The proposal suggests a ‘Renewal Option’ that could extend spectrum concessions from their current 2029 expiration to December 31, 2037.

This extension is intended to create a stable regulatory environment to encourage long-term investment in 5G consolidation and high-speed networks. To qualify for the renewal, operators must meet specific infrastructure requirements, including accelerating the deployment of 5G Stand Alone technology and improving coverage in areas impacted by the digital divide, such as rural villages and major transport corridors. Additionally, the three largest spectrum holders must ensure network access for mobile virtual network operators and the fourth infrastructure operator.

The regulatory process occurs amid a backdrop of rising mobile data consumption in Italy, which saw significant year-on-year increases in both download and upload traffic in early 2026. Furthermore, the renewal process faces questions regarding service continuity due to an ongoing dispute between major operators—Tim, Fastweb, and Vodafone—and the primary tower owner, INWIT, over the Master Service Agreement that supports the necessary infrastructure.
