Turkey moves toward legal framework for ‘terror‑free’ process

AK Party spokesperson Ömer Çelik said the country has entered the legal‑framework stage of the “Terörsüz Türkiye” (terror‑free Turkey) initiative. A draft law that would take effect once the PKK/KCK disarms and its illegal structures are dissolved is now being discussed in parliament. The announcement was made after the AK Party’s Central Decision and Executive Board (MKYK) meeting, where internal and external policy topics—including the upcoming NATO summit, the 15 July commemorations and COP31 – were reviewed, and where Industry and Technology Minister Mehmet Fatih Kacır presented on AI and the “Turkey Centennial” goals.

Opposition figures such as former Esenyurt mayor Ahmet Özer argued that simply abandoning weapons does not resolve the Kurdish issue, calling for broader legal and societal reforms. Media reports have also mentioned speculation that former HDP co‑chair Selahattin Demirtaş could be released in the autumn as part of the process, though no official confirmation exists. Other sources note delays in passing related legislation due to uncertainties about the PKK’s actual disarmament.
