Turkey advances Terror‑Free law in parliament

Entities: Numan Kurtulmuş · Recep Tayyip Erdoğan · Turkish Grand National Assembly · PKK · Akın Gürlek

Overview

The government’s drive to codify a “terror‑free Turkey” continues with parliamentary action. After Deputy Minister Ahmet Aydın’s call for a framework law and Deputy Hayati Yazıcı’s pledge of a new constitution, the Turkish Grand National Assembly is set to adopt a temporary, stand‑alone law that will formalise the PKK dissolution process. Parliamentary Speaker Numan Kurtulmuş announced that the bill, lacking any general amnesty or special provision for Abdullah Öcalan, will contain verification mechanisms to confirm full disarmament before it can take effect. He met with leaders of AKP, CHP, MHP, DEM, New Way Party and the İYİ Party’s Müsavat Dervişoğlu, who affirmed a broad, albeit closed‑door, political consensus on a short‑term, transitional measure.

The draft, comprising 15 articles, is slated for presentation in early August after President Recep Tayyip Erdoğan’s instruction to pass it before the parliamentary recess. Joint signatures from AKP, MHP and DEM will precede a Justice Committee review and a full‑assembly vote. Implementation will depend on a National Intelligence Organization (MIT) report confirming PKK disarmament, followed by a monitoring and oversight body.

These steps follow earlier MHP district congresses, the PKK’s condemnation of the framework for excluding Öcalan’s political participation, and the ruling coalition’s reiterated “Terörsüz Türkiye” agenda.
