Internet Watch Foundation reports surge in AI-generated child abuse material

The Internet Watch Foundation (IWF) reports a significant surge in AI-generated child sexual abuse material. In the first half of 2026, the organization analyzed 6,310 AI-generated images, a 40 percent increase over the total number of such images recorded throughout 2025.

Data indicates that the majority of these images target girls between the ages of 7 and 13. While current statistics focus on static images, the IWF notes that video content is also increasing at a rapid pace. Beyond entirely synthetic content, there is growing concern regarding the use of AI to manipulate real photographs of children found online.

In response, the IWF and policy experts are calling for binding legal regulations that require technology companies to build safety mechanisms into their models during development. UK AI Minister Kanishka Narayan stated that all regulatory options remain under consideration, with public safety as the primary metric. Under existing UK law, creating or distributing such material is illegal, and developing AI models specifically for the purpose of generating hyper-realistic abuse material can result in up to five years of imprisonment.
