Albania approves law to repurpose confiscated unauthorized buildings
The Albanian Council of Ministers has approved a draft law to amend the administration of confiscated unauthorized constructions. The proposal, submitted by the Ministry of Internal Affairs and the Ministry of Economy and Innovation, aims to repurpose these properties for public interest and social housing.
The legislative changes involve a significant institutional reorganization, transferring primary competencies to the Agency for the Administration of Sequestrated and Confiscated Assets (AAPSK). The agency will act as the state owner's representative before the State Cadastre Agency and the Territorial Development Agency.
A dedicated fund will be established to support the development and completion of these sites, financed through state budget allocations, legal domestic or foreign funding, and revenues from the sale or rental of confiscated properties. Additionally, the law seeks to simplify administrative procedures for unfinished buildings and provide protections for third-party buyers who ordered residential or business units before the legal violations were identified.
