Overview
Albania has introduced new legislative and administrative measures regarding property management and ownership registration.
The Council of Ministers approved a draft law to repurpose confiscated unauthorized buildings for social housing and public interest. This reform transfers primary competencies to the Agency for the Administration of Sequestrated and Confiscated Assets (AAPSK) and establishes a dedicated fund to support the development of these sites using state budget allocations and revenues from property sales or rentals.
Concurrently, the State Cadastre Agency (ASHK) launched an online application process through the e-Albania portal. This service allows owners of private houses and yards used prior to 1991 to obtain legal ownership certificates. This specific procedure is limited to pre-1991 properties and excludes apartment buildings or constructions built after 1991, which must follow separate legalization processes.
