Albania opens online property registration for pre-1991 homes

The State Cadastre Agency (ASHK) has opened an online application process via the e-Albania portal for owners of private houses and yards used prior to 1991 to obtain legal ownership certificates.

According to lawyer Redi Ramaj, this specific procedure excludes old apartment buildings and new constructions built after 1991. Those living in pre-1991 apartment buildings with documentation issues, or those with post-1991 constructions, must instead use the legalization process. Ramaj noted that because these properties are old and stable, the agency could potentially resolve applications within one to three months.

To apply, citizens must log into e-Albania and select the service ‘Application for registration of property transfer by law, court decision, or administrative act’ and follow the prompts to register the transfer via an administrative act issued by ASHK.
