The rallies oppose Rama’s recently unveiled strategic document “Besa”, which he describes as a political contract with 800,000 Albanians, and criticize his handling of the controversial Zvërnec coastal development project. Rama announced a three‑month moratorium for public discussion of the project, but protestors view the move as insufficient. Police have repeatedly deployed barriers, water‑cannon trucks and high‑pressure water jets to contain earlier demonstrations.

Among the protestors, the mother of an 11‑year‑old paralysed child accused the government of abandoning families with special‑needs children. Opposition politicians and journalists have denounced “Besa” as a political slogan grafted onto historic Albanian values, linking it to previous electoral codes and alleging misuse of state resources, including alleged irregularities in the Vlorë airport privatization.
