Controversy surrounds the land acquisition, as Kushner’s company reportedly paid Artur Shehu over 1 billion kronor for the peninsula. Local residents allege the land was illegally seized by Shehu in the early 2000s through forged documents. Albanian prosecutors have since sought Shehu’s arrest, suspecting him of playing a central role in an international drug trafficking network involving cocaine from South America.
Albania’s special corruption unit (SPAK) is currently investigating the project. Protests intensified following a video showing a private security guard assaulting a local resident. The development is being criticized for occurring without proper environmental impact assessments or permits, despite the area's status as a vital habitat for endangered species.
