Albanian Zvërnec resort project draws Dutch parliamentary scrutiny

Members of the Dutch House of Representatives have submitted parliamentary questions about a luxury resort planned near Zvërnec, Albania, linked to Jared Kushner and several Dutch‑registered companies. The lawmakers, Luc Stultiens and Julian Bushoff, asked the finance minister and the state secretary for finance to clarify the role of Dutch “shell” structures such as Universal Properties Projects B.V., Blue Industries Investment Holding B.V., and Dutch Trust Management B.V., and to cooperate with Albanian authorities to identify the ultimate beneficiaries. Stultiens warned that “Transparency is essential” and urged stronger rules to prevent Dutch financial entities from concealing the origin of funds.

Satellite imagery analysed by the New York Times shows extensive clearing of protected land in the Zvërnec area, the construction of a new access road, a bridge, and other infrastructure. Environmental groups have protested, citing damage to habitats for flamingos, turtles and other species. The Albanian government, which approved the project despite a 2024 law lowering protection for the zone, says an environmental impact assessment is underway. Plans revealed in the imagery suggest a large resort complex featuring a hotel, casino, golf course and water park.
