Alicante to enforce new electric scooter regulations
New regulations for Personal Mobility Vehicles (VMP), specifically electric scooters, will take effect in Alicante on October 1. Following guidelines from the Dirección General de Tráfico (DGT), the local police will increase inspections to ensure both riders and vehicles meet mandatory safety and legal requirements.
Key requirements include a minimum age of 15 years to operate an electric scooter. Riders must wear a certified helmet, with failure to do so resulting in a fine of 200 euros. In low-visibility conditions or at night, reflective vests or other high-visibility elements are mandatory, particularly for professional delivery riders.
Vehicles must be equipped with front and rear lights, which must be active during night or low-visibility periods. While a requirement to keep lights on 24 hours a day has been proposed, this specific mandate is deferred until October 2027. Additionally, riders must possess civil liability insurance and a circulation certificate. Scooters must be registered with the DGT and feature a metal plate with the circulation certificate attached to the structure.
