Overview
European authorities continue to intensify e-scooter regulations as accident rates and injury severity rise. In Germany, 2025 data showed a 38.1 percent increase in accidents involving personal injury, with 38 fatalities reported. Recent data from the Federal Statistical Office indicates that the number of injured e-scooter users in Germany has nearly tripled in four years, with over 16,000 accidents involving personal injury in 2025. The ADAC notes that children and teenagers aged 10 to 18 are disproportionately affected by causes such as excessive speed, riding with multiple passengers, and alcohol consumption.
In Germany, local authorities are also clarifying that e-scooters are classified as motor vehicles and are prohibited from pedestrian zones unless authorized. Furthermore, riders are subject to the same alcohol limits as car drivers; while 0.5 per mille is an administrative offense, those under 21 or in probationary periods must adhere to a 0.0 per mille limit.
In Austria, accidents involving personal injury increased by 56 percent since 2023, reaching 2,749 incidents in 2025. The ÖAMTC reports that alcohol impairment often leads to severe head, face, and chest injuries and continues to advocate for a mandatory helmet law. In Denmark, the Danish Road Directorate reported 218 accidents between 2020 and 2025.
In Greece, experts like Kimon Logothetis have raised concerns regarding the lack of active safety features, such as turn signals and mirrors, and the lack of passive safety provided by the vehicles' design. While legislation has banned users under 17, experts warn that enforcement remains a primary challenge.
