Amazonas Electoral Court denies transport for Vale do Javari indigenous voters
The Amazonas Electoral Court has denied a request from the Union of Indigenous Peoples of Vale do Javari (Univaja) to provide free fluvial transport, water, and food for indigenous voters in 43 to 44 villages during the second round of the 2026 elections.
Judge Dálethe Borges Messias of the 42nd Electoral Zone justified the decision by citing the expiration of legal planning deadlines, a lack of specific budget allocation, and logistical difficulties in the region. The request was received on October 13, only 12 days before the scheduled vote. The court noted that the Vale do Javari territory, which covers 8.5 million hectares, presents significant navigation challenges due to low river levels.
Following the denial, the Workers' Party (PT) petitioned the Amazonas Regional Electoral Court (TRE-AM) to seek urgent measures and verify if the Mayor of Atalaia do Norte, Denis Paiva, could provide logistical support. The Mayor has since committed to providing fuel and transport in partnership with Univaja to ensure voter access.
Indigenous organizations, including Coiab, expressed concern that the lack of support could lead to high abstention rates, which were estimated between 30% and 35% during the first round. Additionally, the Public Electoral Ministry (MPE) has requested the Superior Electoral Court (TSE) to take immediate action to address logistical barriers and language obstacles faced by indigenous populations across several Brazilian states.
